Be it known that the State of Illinois has assumed obligations and has guaranteed payments to private companies and citizens for which the State of Illinois has willingly incurred debt. Present these facts that the State of Illinois has no authority to incur debt in excess of 5% of projected revenue or in excess of the Home Rule Units guidelines. This is citizen's notice that Article 1, Section 23, of this State's Constitution has been willfully and knowingly violated by elected officials of both the legislative and executive branches, in that the full faith and credit of this State has been imperiled by deliberate indifference to the repaymewnt of state debt. Stated indifference has threatened the blessings of Liberty. This is citizen's notice that Article 9, Section 9, subsection C of this State's Constitution has been willfully and knowingly violated by elected officials of both the legislative and executive branches, in that no motion has been made to retire debt within the fiscal year that it was incurred and that debt instruments assumed exceed the 5% rule. This is citizen's notice that Article 9, Section 9, subsection D of this State's Constitution has been willfully and knowingly violated by elected officials of both the legislative and executive branches, in that no motion has been made to retire debt within the fiscal year that it was incurred and that debt instruments assumed exceed the 15% rule. It is imperative that those elected Executive and Legislative Officers responsible for the Breach of Peace caused by negligence of fiscal responsibility be prosecuted for named offense and surrender their bond, if found guilty, according to Article 5, Section 20 of the Constitution of the State of Illinois. This petition seeks the restoration of fiscal responsibilty to the State of Illinois and termination of those deceptive practices that have enriched a few public servants and that have diminshed personal liberties throughout the State of Illinois.
