So - like an ATM machine, one must pay money to withdraw one's own money?

No.
Hayti owes no one no more forever.
The Euro-Ameriklan world owes her into the billions many times the monies ransomed from her - & it owes her the right to live in peace.
Her stolen lives are irreplaceable.
Payment is overdue on this debt.
It will be collected.

Hello!
I agree in principle with the restitution of the 22 billion US dollars owed to Haiti.
But to whom would France pay this debt. What we have in Haiti currently, is an un-constitutional government. An administration that has taken over the administration of the state, without the mandate of the Haitian people.
An administration, whose leader was also planted at the helm by the USA, after ousting a democratically elected government, headed by President Aristede.
So to whom will this money be entrusted, considering the history of corruption entrenched in that body-politic?
