English class should be mandatory, but only up to a certain point. The goal of English is to establish a thorough understanding of the English language, to teach proper grammar, and to show students how to express themselves both on and off the paper. The literary test is already mandatory to show that this has been done. After a student passes the literary test, the minimum requirements for the class have been shown to have been fulfilled. Therefore, once a student passes the literary test, further English classes should not be required.
