RE: Project Number 3015404
As a member and/or supporter of the Laurelhurst Community Club (LCC), I am concerned about Project No. 3015404 located
at 4000 NE 41st
Street, the Battelle/Talaris site. The proposal for this 18-acre site
is to subdivide it into 82 parcels and seven tracts of land in an
environmentally
critical area, with demolition of all existing buildings and substantial
grading of the site. A public meeting convened by DPD about this
proposal is essential to facilitate public understanding of and comment
on it. That meeting should be scheduled after
the holidays, in January 2014, and should be arranged so that knowledgeable
DPD staff persons are present to answer questions and take comments
about the proposal.
I understand that section 23.76.015 A2 of the Seattle Land Use Code calls for such a meeting when the
“the
proposed development is of broad public significance." This clearly
applies here. The Battelle/Talaris site is broadly recognized as a
site of key significance to the City as demonstrated
by the fact that the Landmarks Board recently unanimously designated
the site and its buildings as a City landmark. Section 23.76.0153 A2 of
the Seattle Land Use Code also calls for a public meeting when “ fifty
or more persons file a written request “
for one. Therefore, this request should be added to the total requesting
a meeting.

I agree that a public meeting is necessary in this case and scheduled so as not to conflict with holidays. This is a unique site and deserves reflective debate about it's highest and best use before carving it up. thank you to the Laurelhurst community for paying attention for all of us.
The magnitude of change contemplated with the Talaris site is signifcant and requires extensive discussion and community engagement. I request this meeting be held at a time when the neighborhood and other stakeholders can be sufficiently represented for a meaningful dialogue on the project.
Please slow down the process regarding Talaris. It is a lovely place, home to many animals, and much loved and used park space for Laurelhurstt. Once drained, filled and paved it will be gone from our city forever. Plus traffic to this area is already beyond capacity.
There must be a public meeting prior to any approval actions for the Talaris Center. Both the City Counsil and the Mayors Office MUST conform to this. I am from the Hawthorne HiIls adjacent neighborhood that has concurrent interest in this issue.
I am concerned about the impact on this development on our already overcrowded school system. A system that has been unable to respond to demographic changes that are happening with existing housing.
Please schedule a meeting to make sure that unlimited development money does not trump neighborhood concerns, the preservation of sensitive environment, and the law.
The loss of the Batelle-Talaris campus woiuld be a trremendous loss for the city and for Laurelhurst. Beyons the loss of a de facto public park, the population created by this development would clog an already saturated road system. Montlake Bridge or the 45th street ramp cannot accommodate the additona ltraffic that would be created by the development of the Batelle-Talaris campus. McCaw has to be stopped. He plays dirty. How much money is enough money?

I am a past president of the Laurelhurst Community Club and am gravely concerned about project 3015404. Between Children's Hospital and this Battelle development, there will be no green space left in NE Seattle. a tragedy.
