This was for importuning in 3 counties, all with undercover police, all during the same period of time, when he was drinking heavily. He is disabled, in a wheelchair. He is certainly of no danger to anyone but himself. He relied on a public defender, who in our eyes did a terrible job of representing him. He is now faced with all the same difficult issues he had just being disable, but also with the lifetime label of a sexual predator, which he is not, as everyone who knows him would testify. He has served his time, and appears to have learned his lesson, but a hopelessness prevails, with this labeling. |

A judge can sentence a murderer to X number of years.... yet, he can't sentence a sex offender to X number of months or years on the registry. Each offender, no matter what degree of the crime, is given a blanket 25 years. That is legislatively irresponsible, based on emotion and fear as opposed to fact and prudence. |

| 216 | Anonymous | As i read through evrything on this site, it's like somone has been in my mind writing down everything I have ben thinking about this issue ever since I got busted for importuning 4 years ago. My biggest fear, aside from social stigma, vigilantism,restrictions, annual reporting, etc....is that, for example, ohio just adopted senate bill 10, changing their registry system to a 3 tier system, with added registration requirements, even for those who have been done with their case for years; My biggest fear, is that everyday I wake up, read the news, and read the news again before I go to bed, and during the day, because I'm constantly looking for the new laws they try and pass. In the last year alone I have seen senate bill 10 go through, and the attempt of a license late bill that requires all sex offenders to have bright green license plates. I honestly fear for what will hapen next, I just want out of this system, I'm not a threat to anyone, I learned my lesson and holy crap will I never do it ever again, but I've served my time, and I just want to be left alone now, to put this embarassing thing behind me and not have to deal with it again, but unfortunately unless things change I have to do this for the next several years still, and that's if the law doesn't change AGAIN. |

| 219 | A two-time offender | I would like to point out that no matter what restrictions are placed on a post-convicted/released offender, that they will not accomplish anything. They will only give a false sense of security that this petitition is trying to say doesn't work. Think of it this way. I am a two-time convicted offender. I am able at this time to move freely in society because our Constitution allows and protects my freedom of movement. However, there are laws in states that do not allow me to "sleep" or "reside" near places in which children congregate. How is my residence restriction going to stop me from going to another city or state if I want to offend? Will it really make your child safe? I would say not, because if you are looking at your next door neighbor to see if they are offenders, and I come from a city or state far from you, how did your registration system help you?
Worse yet, how will that registration system help you if your neighbor is a thief, and he decides to steal from you in the middle of the night, but that person decides to molest your child instead? Were you any safer? No.
I say these laws do not help at all regardless of whether you further separate multi-offense offenders from single convictions. There truly are only three ways to keep your child from being a victim. Watch them at all times, 24/7, watch those you trust around your children, because more than likely your child would be victimized by family member or friend, than by a stranger. And finally, if an offender is arrested, keep them locked up for LIFE.
Do you know how many sex offenders you walk by every day? Each time you do, you or your family is a step away from being offended. Only the offender can stop himself. No amount of restrictions placed on her/him will keep them from offending if they truly want to.
I advocate educating the public about the real risks associated with sexual abuse. No the "scarlett letter" way that lawmakers and the uninformed are dealing with it. |

I picked up a charge in 1991, released in 1993. In 2001, a Wisconsin parole officer registered me as a sex offender backing the law to 1993. Ther were no sex offender registration laws in 1993? I must maintain my registration in Florida till My release date from registration in Wisconsin July 2009. Our drivers license has a special state statues listing us as a sex offender. I have been tiold by law enforcement officers down hear that they can register me for life, past my discharge date. Also we can not go hurricane shelters, so we must die!. I have been ex-post facto"ed four different times. Sex offenders in Miami must live on the streets. I have contacted attorneys, and most of them need between twenty-fourty thousand dollars to fight the ex post facto issue. I have been in state and federal courts with this issue, but all the courts rejected my claim that ex post facto is illegal, and a civil rights issue. |

| 222 | Doris Petrash | My son met a girl in a pool hall, (drinking permitted.) when he was barely 21. She hit on him and he told her he was engaged and not interested. Three days later he was arrested. for consensual sex with a fourteen year old. We were new to town and he had no witnesses. It was a he said she said case. A cop got sentenced to 20 years by the same jury for kissing a 14 year old. His lazy attorney pushed him to take a plea bargin and plead guilty. The girls Mother told the DA that she felt it was as much the daughter's fault as it was his and that she did not want him to go to prison. My son did not have sex with the girl!! How do you prove it? He took the plea bargain. The attorney did not mention a sex offender registry or any of the other things you endure. He would have taken his chance with the jury if he would have known. Help!!! These laws must be changed. How can a guy know how old the girls are? The bars get in trouble for underage drinking and liquor stores. The girls have fake ID'S and they look much older than they are. OF COURSE THIS IS NEVER THE PARENTS FAULT THAT ALLOW THEM TO DRESS LIKE THEY ARE GROWN. i regressed. He did not touch her, but how do you prove it. There was a rape kit done and it was negative. We have even heard she brags about getting him in trouble. It has been 10 years and we hear she is married and has three kids. My son is still single and no children. His and our lives are ruined and she runs free. I think the girls and parents should get in trouble right along with the guy in cases like this.
We must get these sex offender laws revamped. They need to be in levels and geared toward the actual charges and proof of guilt.. There have been studies done that track the repeat offenses and sex offenders repeat less than any of the other crimes. These laws are diminishing the effect of the sex offender registry by grouping everyone together. |

He is currently wearing an ankle monitoring device for six months, doing 200 hours of community service, and will be on probation for 2-1/2 years -- he got no jail time. He is a very low-risk threat, yet is treated the same as higher-risk offenders. The current laws in Illinois do not take into account the class level of the conviction. The restrictions for low-risk offenders are quite severe and it seems like even stricter laws are on the horizon. Not all sex offenders are the same and therefore should not be treated as such. It's time to stop creating laws that do nothing but perptuate fear in the general public while giving parents the false sense their kids are safe because an offender can't live within a certain distance of a banned location. The laws as they stand are forcing offenders into limited housing opportunities, which leads to instability and social isolation. All common sense has gone out the window. The government needs a wake-up call concerning this issue. |

If we are going to have them on a registry for life I want all the DWI (regardless of first offense or not, or age), anyone caught with drugs(user or dealer, first offense or not, regardless of age) any type of abuser, (whether child abuser, spouse abuser) on a list. I want these people to placed on probation. And while on probation, I want them to report in every 90 days to the drivers license department making sure their addresses are correct. I want them fined by the courts, take classes and pay for these classes required by the courts, take random drug test of which they pay for, take polygraph test of which they pay for, random curfew checks. I want to know where they live at all times. I don't want them living near a school or park. I want to know where they work. And even after their probation and all fines are met, I still want to know where they live and where they work. I want them on the same type of list that ALL sex offenders are on. WE all have skeltons in our closet of which we are not proud of. We ALL deserve a second chance. EVERYONE makes mistakes. The ones that learn from the mistakes shouldn't be punished for life. There are alot of people that have made mistakes they are not proud of and are truly sorry for. These people are trying to make a life for them and their families. Who knows.....maybe one day you will need a second chance........ |

In our case this means the victims of the crime will continue to be punished and victimized by people who don't understand the situation or care about it. Although my kids have healed and learned to live safe and happy lives, they will always be held up to the same focus that their father will be. Doesn't seem right to me. It is time for change and common sense. Victims of child abuse can have happy lives. Why continue to punish them. If they can forgive (but not forget) why can't we? |

Sex offenders who have committed non-violent crimes (viewing nude teen photos, urinating in public) should not be on the website, especially since the recidivism rate is very low for them.
The lives of their families are affected also and it is unjust for these families to be placed in danger as well.
Current laws are far-reaching and it is time to reform sex offender laws using rational thought instead of unfounded paranoia. |

Plus, they will soon all be listed on the web registry! My son is a law-abiding low risk offender who is planning to move out of state to protect us and himself from possible danger. This is an outrage that a corrupt government would allow further punishment of former sex offenders who have served their time! We are going to fight these Draconian laws until they finally change so families like us may live in peace! |
