136 Tom Edwards Drive Whitby has a legal marijuana grow operation, the Durham Regional Police said there is nothing they can do, as the owner has a permit stating he is allowed to grow the plants. The police said the only thing the residents could do is get a petition going and have as many people as possible to sign it and take it to counsel to have it removed from the neighbourhood.
