Release Charlie from his sentence and animal control in SAN FRANSICO WITH A FULL PARDON

BASIS:

Evidence is inconclusive and there is no proof that the officer was not spooked or nervous causing the horse to spook as a result. Please see animal and horse Psychology for more information.

The situation was mishandled by law enforcement and dogs and horses need to be trained to co -incide peacefully and without issue. There is not evidence that the horse, officer or Charlie was trained to coincide properly under the conditions as evidence explains. There is no WAY to DISPROVE the officer did not encite the dogs response mechanism in his verbal and bodily gestures. There is insufficient information to rule on this case. There has been no inquiry into the training of the horse to be around dogs. There is no proof the officer acted correctly or is highly trained in animal psychology. An animal Psychologist has not been consulted nor a horse behavioral specialist.

IT CANNOT BE PROVEN THE NEGATIVE ramifications were not caused by the officer and horse, because the horse and officer would have to be properly trained to remain calm around dogs OF ALL BREEDS.
