اسمحوا لنا أن نَرفَعَ إلى جلالَتِكُم وإلى سيادَتِكُم هذه المُناشدةَ مِن أبناء الكنيسة الأرثوذُكسية في الأردنِّ وفِلَسْطين والمهجر مُمَثِّلونَ عنهم نحن الموقِّعونَ أدناه، وذلك على ضوءِ ما آلتْ إليهِ أوضاعُنا وأوضاعُ أوقافِنا ومُقَدَّساتِنا نتيجةً للممارساتِ التي تقومُ بها بطريركيّةُ الرّوم الأرثوذكس المقدسيَّة ممثّلةً برئاسَتِها الكنسيّة والتّي تَصُبُّ في مُجْمَلِها في خِدمةِ الإحتلالِ وذلك من خلالِ، أوّلاً التّفريط بالأوقافِ والمقدّسات، وثانياً إقصاءُ أبناء الرعيّة العرب عن الدَّور الفعَّال في الحياةِ الكنسيَّة بِشَقَّيها الإكليريكي والعلماني ممّا يُساهِمُ في تسهيلِ هجرةِ المسيحيين العرب أو إنتقالهم إلى تيّاراتٍ أُخرى خارجَ إطارِ الكنيسةِ الأرثوذكسيّةِ.

كما إنّ عدم إتّخاذ البطريركيَّة الأرثوذُكسيَّة المقدسيَّة الإجراءات اللّازمة بخصوصِ الدَّعوةِ التَّي أطلقها الكاهن ندّاف لخدمة المسيحيين في جيشِ الإحتلالِ والدَّعوِة لإعتبار المسيحيين إرثاً آرامياً بدلاً مِنْ مسيحيين عرب والتّي قد تبنّتها وزارة الدَّاخلية الإسرائيليّة لإفقادِ المسيحيين العرب هويَّتهم العربيَّة، كان لها أكبرُ الأثرِ في دعمِ أجندات العدّو الصهيوني المُحتلّ على حسابِ أبناء الكنيسة الوطنيّين الشرفاء.

صاحبَ الجلالة وسيادةَ الرَّئيس،،

في ظلِّ الهجماتِ التّي تُحيطُ بنا في المنطقةِ والتّعصب الحالّ ضِدَّ أبناءِ الدّين الواحد وإقصاء الآخر من أصحابِ العقائدِ الأُخرى الأمر الذي من شأنهِ - إضافةً لتصرُفات البطريركيّة وعدمِ إكتراثِها بمطالبنا العادلة واستمرارها في تَجاهُلِ حقوقنا التَّي كفلها القانون الأردنيّ - أن يُفرغ هذا الشَّرق وخصوصاً أرضنا المقدّسة من المسيحيين.

لذلك وانطلاقاً مما ذُكر وحرصاً منّا على تحقيق مساعيكم - التَّي نفخرُ بها ونسعى مَعكُم لتحقيقها - للحفاظ على الوجود المسيحي في المنطقة وحماية المُقدّسات، إرتأينا أنْ نرفع لمقامكم السَّامي هذه المناشدة إذ أننا نعتقد أن من عناصر بقاء هذا الوجود المسيحي العربي في البلاد المقدّسة هو بالضغط على البطريركيَّةِ الأرثوذكسيَّةِ المقدسيَّةِ مُمَثَّلةً بالبطريركِ ثيوفيلوس للاستجابة السريعة لتحقيق المطالب التالية لأبناء الكنيسةِ الأرثوذكسيَّةِ في الأردنّ وفلسطين:

١-التطّبيق الفوري والكامل مِن قِبَل البطريركيَّة الأرثوذكسيَّة المقدسيَّة لكافة بنود القانون الأردنيّ رقم ٢٧ لعام ١٩٥٨ وإلزام البطريركية بعدم مخالفة هذا القانون.

٢- إلزام البطريرك بتنفيذ جميع التعهدات والإلتزامات - التي وعد بها ووقّع عليها إبّان انتخابه بطريركًا - بإصلاح أوضاع البطريركية والمحافظة على أملاك الكنيسة وأوقافها وعدم بيعها أو التّفريط بها. كما ونُطالب بتشكيل لجنة اكليريكيّة علمانيّة قانونيّة مُختصّة لدراسةِ إمكانيّة إعادة الأوقاف التي سُرِّبت في السنوات الماضية.

٣- تفعيل وتطبيق نظام الابرشيّات من خلال إعطاء الصّلاحيّات الكاملة للأساقفةِ الرّعويين للقيامِ بواجباتهم الكنسيّة والرّعويّة التّي من ضِمْنِها الحقّ في سيامةِ الكهنةِ والرُّهبان والرَّاهبات، وبناء الكنائس وتأسيس الأديرة والمدارس الإكليريكية في أبرشيّاتهم، ومَنْحَهُم الحقّ في العضويَّة الدَّائمة للمجمع المقدس.

٤-التوّقف عن إقصاء العنصر العربي الوطني عن كنيستهِ، ومنحه كامل الحقّ في قبوله في سلك الرهبنة وقبول عضويته في أخويّة القبر المُقدّس وذلك بموجب القوانين الكنسيَّة.

٥-إلغاء القرار التّعسُفي الذي أصدره البطريرك ثيوفيلس بنقل قُدس الأرشمندريت خريستوفورس عطاالله الى القدس وإبعادهِ عن ديرهِ ورعيتَّهِ مما يتعارض مع القوانين والأعراف الكنسيَّة التَّي بموجبها يُقيم مؤسس وباني الدير في ديره حتّى الممات وبكامل صلاحيّاته كرئيس وأب روحي لهذا الدّير.

ومما لا شكَّ فيهِ أنَّ المؤمنين أبناء هذا الوطن يَرَوْنَ في هذا القرار تهديداً لاستقرار المسيحيين ولإستكمال دورهم في نهضة الكنيسة والوطن، خاصّةً وأنَّ القرار أتى تنفيذاً لأغراض سياسيّة تُؤذي المصلحة الوطنيّة والكنسيّة وذلك كردّ فعل من البطريركيّة على مطالبة الارشمندريت خريستوفورس بالحقوق الكنسيَّة والروحيَّة والقانونيَّة للرعيَّة العربيَّة التَّي عَمِلَ وعلَّم فيها بتفانٍ وإخلاص للكنيسة والوطن بما يزيد عن خمسةٍ وعشرينَ عاماً من العطاء.

كما ونطالب بإلغاء جميع القرارات التَّعسُفِيَّةمِنْ قطعٍ للرواتبِ أو عزلٍ عن الرَّعايا أو غيرها من القرارات التعسفية التي إتُّخِذَت بحقّ جميع الاكليروس العربي، مثل المطران عطاالله حنّا والارشمندريت ملاتيوس بصل والارشمندريت أثناسيوس قاقيش وغيرهم الكثير من الكهنة العرب واليونان، الذّين ينتقدون سياسة البطريركيَّة ويُطالبون بالإصلاح.

٦- العمل على دعوة جميع الأرشمندريتيّين والكهنة والرّهبان أبناء الكنيسة المقدسيَّة، الذين رَفَضَتْ قبولهم البطريركيّة الارثوذكسيّة المقدسيّة لكونهم عربًا فقبلتهم الكنائس الأرثوذكسيَّة الأُخرى خارج ارض الوطن، العمل على دعوتهم للعودةِ إلى كنيستهم الأمّ وإستغلال طاقاتهم في إدارة شؤون كنيستهم وخدمة أبناء وطنهم.

٧-العمل على تأسيس مدرسة إكليريكيّة

لتحتضن أبناء الوطن وتجهز كوادر للمستقبل مُؤهَلين وقادرين على خدمة ورعاية أبناء الكنيسة والوطن.والعمل ايضاً على تفعيل دور المدرسة الإكليريكيّة في صهيون/القدس من خلال فتح أبوابها لاستقبال ابناء الرّعيّة بعد تصويب الأمور فيها وتطبيق نظام دراسيّ باللغة العربيّة، والإنجليزيّة إلى جانب اللغة اليونانيّة.

٨-ضرورة وضع قاعدة قانونيَّة صحيحة لتركيبة المجمع المقدس؛ إذ إنّ أعضاءالمجمع المُقدّس الآن لا يُمثّلون الشّعب ولا الابرشيّات.

٩-إعادة صياغة قانون العائلة البيزنطي،وإلزام الأساقفة اليونان أنْ يُتقنوا اللُغة العربيّة قراءةً وكتابةً كما نصّ عليه القانون وخصوصاً الذين لهم دور في المحاكم الكنسيّة لما لذلك من أهميّة في تطبيق العدالة.

سيّدي صاحب الجّلالة وسيادة الرّئيس،

إنَّ جميعَ هذه المطالب هي حقوقٌ لنا بموجب القوانين الكنسيّة والقانون الأردنيّ الذي أكّدَ على بعضٍ من هذه الحقوق في بُنودِهِ.

لذا نَحْنُ نُنَاشِدُكُم بالتدَخُّل الفوري لإلزام الحُكومَتَيْن الأردنيّة والفلسطينيّة بتفعيل القانون الأردنيّ رقم ٢٧ لعام ١٩٥٨ الخاص ببطريركيّة الرّوم الأرثوذُكس المقدسيّة والذي تأخرّ تَطْبيقُهُ لما يزيد عن ستةٍ وخمسين عاماً!

عِلماً بأنّ هذا القانون بصورتِهِ الحاليّة يكفل جُزءاً يسيراً من الحقوق الكنسيّة لابناء الكنيسة المقدسيّة مُقارنةً بالحقوق الممنوحة للمؤمنين في الكنائس الارثوذكسيّة الأُخرى في جميع أنحاء العالم.

وختاماً، إنَّنا نَودُّ أن نُؤَكِّدَ على تَمَسُّكِنا بالحقوق المكفولةِ لنا دُستوريّاً وِفقاً للدُستور الأردني والقانون الأساس الفلسطيني.

وَفَّقَكُم الله وأدامَكُم عِزَّاً وذُخْراً للوطن، حُماةً للدّيار والمُقدّسات وناصرين للحقّ.

Your Excellency President Mahmoud Abbas,

Allow us to submit to your Majesty and your Excellency, we the undersigned, this petition on behalf of the Orthodox Church faithful in Jordan, Palestine and diaspora. This petition comes in light of our conditions and the conditions of our endowments and holy sites which are adversely affected by the practices of the Jerusalem Greek Orthodox Patriarchate represented by its church leadership. These practices serve ultimately the occupation through forfeiting the endowments and the holy sites in the first place, and excluding the Arab followers of the Greek Orthodox Church, preventing them from undertaking an active role in the church life at both the ecclesiastical and secular levels in the second place. This in turn facilitates the immigration of Arab Christians or their joining of other groups outside the framework of the Orthodox Church.

Additionally, failure of the Jerusalem Greek Orthodox Patriarchate to take the appropriate measures regarding the call of Priest Naddaf for Christians' service in the occupation army or his demand to consider Christians as being of Aramaic rather than Arab origin and tradition. Eventually, this demand was adopted by the Israeli Minister of Interior to strip Arab Christians of their Arab identity, and had the biggest impact in supporting the agenda of the Zionist occupation at the account of the honorable patriotic Church followers.

Your Majesty, Your Excellency,

The attacks that are taking place in the region, the fanaticism against members of the same religion, and the exclusion of followers of other religions, in addition to the Patriarchate's actions and conduct coupled with disregard to our just demands and rights guaranteed by the Jordanian Law, lead to emptying the region, and particularly our Holy Land, from Christians.

Based on the above and out of our keenness to help achieve your admirable effortsto preserve the Christian presence in the region and provide protection for the holy sites, we thought we would submit this petition to your Majesty and to your Excellency, because we believe that one of the elements for continued Arab Christian presence in the Holy Land lies in pressuring the Jerusalem Greek Orthodox Patriarchate, represented by Patriach Theophilos, to respond quickly to the demands of the Orthodox Church followers in Jordan and Palestine. These demands are as follows:

1. Immediate and full implementation by the Orthodox Patriarchate in Jerusalem of all the provisions of the Jordanian Law number 27 of 1958, and ensure the Patriarchate's respect of this law.

2. Ensure that the Patriarch fulfills all pledges and commitments- that the Patriarch promised and signed off on when he was first elected- to address and reform the conditions at the Patriarchate, preserve the church properties and endowments, and refrain from selling or compromising them. We also demand the formation of a specialized legal ecclesiastical- secular committee focused on exploring means for returning the endowments that were leaked over the past years.

3. Activate and implement the system of parishes by granting full powers to the bishops in order to carry out their religious and pastoral duties. These include ordination of priests, monks, and nuns, building of churches, establishment of convents and seminaries in their respective parishes, and the right to permanent membership of the Holy Assembly.

4. Refrain from excluding the Arab nationalist members from the church, granting them the full right to enter the seminary, and accepting their membership in the Fraternity of the Holy Tombin accordance with the church laws.

5. Cancel the arbitrary decision issued by Patriarch Theophilos to transfer Archmandrite Christophorus Atallah to Jerusalem, removing him away of his convent and parish in violation of the church laws and customs which stipulate that the founder of the convent remains in his convent until his death with full powers as the head and spiritual father of the convent.

Undoubtedly, believers in the country perceive this decision as a threat to the stability of Christians and to their ability to fulfill their role in promoting the church and the homeland. This is particularly true since the decision was made for political purposes to the detriment of the national and church interest. The decision came as a reaction from the Patriarchate to Archmandrite Christophorus demand for ecclesial, spiritual, and legal rights for the Arab parish where he worked and taught with full dedication and loyalty to the church and his country for more than 25 year.

We also demand the cancellation of all arbitrary decisions to stop payment of salaries or isolation from parish members or other arbitrary decisions taken against all the Arab clergy such as Bishop Attalla Hanna, Archmandrite Malateus Bassal, and Archmandrite Athanasius Qaqeesh, as well as many other Arab and Greek priests who criticize the Patriarchate's policies and call for reforms.

6. Call upon all Arachmandites, priests, and monks members of the Jerusalem church whom were rejected by the Jerusalem Orthodox Patriarchate for being Arabs but were accepted by other Orthodox churches abroad, to return to their church and to invest their energy in managing the affairs of their church and serving their fellow citizens.

7. Establish a seminary to embrace the country's citizens and prepare cadres for the future who are capable and qualified to serve and care for the church followers. Work also on activating the role of the seminary in Jerusalem by opening its doors to receiving parish members after reconciling its status and teaching the curriculum in Arabic, English in addition to Greek.

8. The need to lay down a proper and sound legal rule for the composition of the Holy Assembly. Current members of the Holy Assembly do not represent the people nor the parishes.

9. Re-draft the Byzantine family law and make studying Arabic language (writing and reading) mandatory for the Greek Bishops as stipulated by the law, particularly since they have a role in church courts. This is crucial for application of justice.

All of these demands are our rights in accordance with the church laws and the Jordanian law which reiterated these rights within it articles and provisions.

We appeal to you to intervene immediately to oblige the Jordanian and Palestinian governments to activate the Jordanian Law number 27 of 1958 related to the Greek Orthodox Patriarchate in Jerusalem. This application of the law has been delayed for more than fifty six years.

That said, yet the law, in its current form, guarantees only a small portion of the rights for followers of the Jerusalem Patriarchate compared to rights granted to believers in Orthodox churches around the world.

Finally, we would like to reiterate our insistence on rights guaranteed by the Jordanian constitution and the Palestinian Basic Law.

May God grant you success and maintain you as a source of honor and support for the homeland.
