Referee the referees - football needs a referral system

It is time the football fan stood up to UEFA's refusal to modernise our game. Every week, we fume at incorrect refereeing decisons caused by clever simulation, the sheer speed of events and guesswork on issues like off side and dangerous play. Referees and their assistants cannot hope to get it right enough of the time. This campaign is intended to allow technology to be used to help referees get it right. The scheme I propose copies the tennis and cricket practice of allowing the manager or captain of each team to have, say, 3 referrals per half whereby he can ask for a video replay of any incident where he feels the ref made an error. If the appeal is over ruled by clear video evidence, the manager loses a referral but if the appeal is held to be correct, the manager keeps the referrals he has left. The intention is to help referees and to ensure players become more honest. If an appeal is turned down because the appealing manager's own player dived, the manager will look foolsih and will reprimand his own player. This will help bring self-governing honest play into the game. This scheme can only apply to games that have video technology and currently UEFA are arguing that they want a single scheme at all levels of the game. We need to reject this argument because it is an excuse to retain the status quo of poor decisions being unquestioned and injustice remaining in this game we love.
