Should recycling become a federal law?

The petition

With the growing costs of mining, drilling, and other methods of aquiring our non renuable resources... I am petitioning to the US Government that recycling become a Federal Law. We already have these materials, and they are consuming our landfills. I request that any person caught not recycling labled materials be punished with a fine, that will be added to the recycling program.
This program in time will pay for itself, and help this country in the long run. Possibly as an incentive: a tax break for the citizens that follow this new law, since the government will be saving money using the recycled sources.
