Overview
Integration is main part of parking and all other RTA activities.
Few Factors which should be thought of before the Re Work
- Entire RTA Payment should be accepted from a RTA NOL Card only
- NOL Card recharge provision should be provided by all banks to top up card
- Parking should be on usage based.
- All Public Parking should have Entry and Exit Gates to register entry and exit and System should be installed which is running on solar energy.
- Minimum Payment amount should be 1 AED
- Minimum time for AED 1 should be 30 Minutes
- Same Charges can be applied of AED 2 for 1 hour parking in the designated zones.
- Camera at Public Parking Space required to monitor the accidents,incidents
Benefits
- Those who have short term parking requirement can benefit from such parking provision.
- Cost benefit to the small companies and medium companies
- Integration with RTA system for information
- Vehicle can be tracked through out Emirates for Criminal Activities
- NOL card can be tagged to Registration No of the Vehicle
- Fines can be mitigated entirely based on the revised framework
- Vehicle owners will get sigh of relief from paying parking fine due to delay in paying due amount.
- Parking inspectors can be stationed in parking space single user depot office only if required.
- Strict entry and exit system will help parking inspectors and RTA to stop vehicle owners from mis using the parking space.
- Fine will be no longer imposed on personal reasons or due to any ambiguity in process to vehicle owners.
- Companies can track all data online from NOL Card activities with regard to the provided Parking card.
- Companies can prevent drivers from using company vehicle if driven inside the city limit for unauthorised purpose if only 1 NOL Card can accept only one vehicle number for the vehicle owned by companies.
Disadvantages
- Parking inspector scope will be redefined
- Physical work will be no more required from parking inspectors
- RTA need to enhance parking space with some IT devices to mitigate the challenges of monitoring.
- Discomfort only till the process is in place.
- User awareness if not provided will not benefit.
- If data access and monitor access not provided to Police Department
Cost Factor
- Vehicle to pay only minimum amount for the duration used.
- Zone Code should be captured automatically on entry and exit to calculate the parking fees.
- Mobile payment facility at the exit will help user to charge to the service provider registered number
People the above things can further enhanced if we re think and propose it to government to implement the regulated process to operate Public Parking Space
