This petition is in opposition to the proposed Hidden Harbour Docks in Indian Rocks Beach, FL. Hidden Harbour is proposing 34 wet slips in one of Indian Rocks Beach coves that consist of protected mangroves, bird sanctuary. In order to do this, they will need a variance from the City of Indian Rocks Beach. Should the variance be approved, the variance will allow them to extend the docks out approximately 95 ft into the waterway cove. This will occupy approximately 1/3 of the waterway cove much like a marina. The Hidden Harbour Condo Association's variance application to the City of Indian Rocks Beach is requesting an additional forty-five (45) feet to the requirement that no dock shall extend more than 35 feet unless necessary to reach 36 inches of water depth at mean high-water mark and "in no case" shall the length exceed 50 feet beyond the property line (they are requesting a total 95'), seawall or mean high water mark, whichever is applicable on the property known as Hidden Harbor Planned Unit Development. There are 2 reasons for the variance request (1) The natural shoreline consists of a thick continuous fringe of beautiful black (Avicennia germinans) and red mangroves (Rhizophora mangle), Barnacles and oysters along the mangrove roots and Cuban Shoal Grass which are protected by the EPA and(2)The shoreline is extremely low. The mere construction of the docks will disrupt the cove, the mangroves and manatees. Hidden Harbour is requesting more than double the amount of boats in the cove. The activity of having 34 additional boats and boat lifts (slips) constructed will create congestion, pollution, cause distress to “Bird Island” sanctuary, mangroves and have a negative effect on our property values and the enjoyment of our homes. |
