TO THE HOUSE OF COMMONS IN PARLIAMENT ASSEMBLED

We, the undersigned residents of Canada, draw the attention of the House to
the following:

Many civilized nations have abolished the death penalty. Europe, driven by the European Convention on Human Rights and the Charter of Fundamental Rights of the European Union, bans it. Over eighty percent of criminologists in the United States doubt its deterrent effect.

But for Tori Stafford, a little girl, abducted, hidden underneath a coat, lying on the floor of a car, there was no guardian. No police. No 911 operator.

In the minds of depraved individuals, such as Paul Bernado and Michael Rafferty, there is no empathy for a child. Their focus is on their own twisted sexual pleasure, and their concern is not to get caught. A dead child cannot testify against them.

In the minds of these monsters, who lack empathy and morality, the only thing that just might convince them not to kill an innocent little child is the knowledge and fear that society will seek the death penalty if the child is killed following a sexual assault.

We, therefore, request that Parliament enact legislation that establishes the death penalty as punishment for those who murder children following a sexual assault. This would be the only capital crime in Canada.

This petition will be mailed (via Canada Post or email format) to the Hon. Robert Nicholson, Minister of Justice and Attorney General of Canada, by September 1, 2012.
