We were incredibly disappointed to learn that on March 18, the Prop 63 fund diversion passed for 2011-2012 fiscal year, signaling the shift of $861 million dollars to cover other programs funded by the General Fund. This is a one-time diversion to fund 3 existing programs at the county level: o Early, Periodic Screening, Diagnosis and Treatment (EPSDT) o Medi-Cal mental health managed care o Special education mental health services Due to this change, efforts must be shifted toward advocating against this becoming a yearly precedent and supporting NAMI’s stance of wanting these funds to be repaid in 10 years.
