I believe people criminally convicted in court of any kind of abuse or neglect to an animal should be legally barred from owning, buying, or adopting any more animals. Animals deserve to treated humanely! Something needs to be done to prevent abusers from repeating the offense! There should also be programs in effect to teach animal owners about the importance of adequate veterinary and medical care for their pets, including heartworm prevention, flea & tick prevention, adequate nutrition, spaying and neutering their pets to prevent overpopulation and the needless euthanasia of healthy animals.
