PROPOSED MOBILE HOME PARK WATER/SEWER RATE: CITY OF PORTOLA

Mobile Home Park Residents are being over charged for water every day in Portola. Communities have been denied Vacation Rates as stated in the Portola By Laws they are being charged on empty sites.  This makes it difficult to offer residents an affordable rental rate.

Usage is low and rates are high. City of Portola is Stealing from the poorest residents in the community and not providing any type of relief.

 Mobile Home Park Residents are Low income Residents who use very little water when compared to single, family homes.

MOBILE HOME PARK RESIDENTS spend UP TO 20% OF THEIR MONTHLY INCOME TO PAY FOR BASE CHARGES To the City OF PORTOLA, $80.00 PER MONTH PER TENANT BEFORE USAGE.

Mobile Homes do not have certificate of occupancy because they are not permanent structures yet are charged as if they do and are. 

The City Manager has taken it upon her self to count spaces in each park and charge per space regardless if it is occupied or not. 
The excess charge’s is an unfair TAX to put upon the lowest income of family's.

 Each Mobile Home park community is 1 Customer who receives 1 water bill from the City billed by the City and we propose Mobile home parks be charged at the same rate that Hotels and other commercial properties pay in the City.
