30 Scott MaddenThe fist function of any government should be to provide for the upkeep of infrastructure. Currently this would include roads. Fast Eddie and his friends seem to have no problem making sure they have grossly adequate salaries and benefits for life, yet they expect us to foot the bill for our roads as well as their slovenly excess.

When i came home, I sent the PA Turnpike Commission the following: “I went to the meeting in Monroe County a week ago. I saw nothing to sway my opinion of this project. I am against tolling of I80 and raising the tolls on the current Turnpike. You have not demonstrated that you can even pronounce the word accountability. We currently pay one of the highest gas/fuel taxes in the Nation. Show us where this money is going? Demonstrate your need for more money. I know that our highway system needs major work. I am a truck driver, I see the condition of our bridges and roads. I see other states that look like they are working more proficiently than our State. I think that we should take the best practices from the other states. Overhaul our bureaucracy. We are great at studies and surveys but we stink at production.  We are currently rebuilding one bridge on Route 80 west just after the Blakeslee Exit/Entrance. In the time we are taking to rebuild this one bridge, about 100 feet long, Ohio has completed a 2500 foot long bridge and two small bridges about the size of our bridge. Their three and a half mile long project to expand Route 80 is over the Meander Reservoir. They will have a bridge for the future with six lanes when their project is done. We will have a bridge for the past (about fifty years in the past).” They responded: “Thank you for your inquiry Please review the Transportation Funding and Reform Commission Report, which is a link on the PennDOT website www.state.pa.us.  It is important to note that part of the funding needs analysis included some aggressive cost cutting initiatives at PennDOT. Size and terrain are important factors when considering the transportation needs of the state. The vast size of PennDOT's system, which is about 40,000 miles and is roughly equal to the state miles in New York, New Jersey, and all of the New England states added together. Also, compared to Ohio, Pennsylvania has a much hillier terrain. Information regarding gat taxes begins on page 20. Regarding "best practices" and project scope and expediency, it is well recognized that state to state sharing of best practices is vital. PennDOT and the PTC are very much involved in National organizations that exchange best practices and evaluate new technologies. The time frame for completion of any individual project is dependent on job specifics.  Be assured that both the PTC and PennDOT have completed projects that included techniques such as "roll in" bridges and required work 24/7.  However, this type of expedited project usually costs more money, which is in short supply. With additional funding, some projects can include an expedited schedule and have an increased eye towards "building for the future."
