Purpose of this Petition to get the Colonial Heights, VA Police Department to invite the VA State police into the investigation, and to actively investigate the death and most likely murder of Richard Tyler Jarrett.

New evidence indicates that there is a very likely chance that there is a person of interest is roaming around our local community in Colonial Heights, VA who has committed murder. As a community we need to speak out if this is true get it investigated and get this person off our streets before this person harms anyone else.

The intent here is to be upfront and allow the CHPD to work with us to get this case solved. Without the support of CHPD the intent of the planned petition will be to garnish as much public and political support as possible to get the action needed to properly solve this case. Please note that the deceased mother Mary Ann Jarrett has provided CHPD with a copy of the new evidence along with names of witnesses who have come forward regarding this incident. This information was provided to CHPD 06 Feb, 2014 just a few days ago. In order to protect the innocent and the need to keep most of the details out of public viewing names and locations have been withheld in this public document so that the agencies that are investigating this can and will be able to do so with out to many details becoming public.

There is a need for enough details to become so that the public is aware that we possible have a person in our community who has committed murder.

On July 19th, 2011, my only son, Richard Tyler Jarrett was found deceased in his own house

On or about 11 or 12 September 2013, the location withheld Police Department called the Colonial Heights Police Department (CHPD) in reference to a lost wallet that was found deceased that had been reported to them with identification inside the wallet identifying the wallet as belonging to Richard Tyler Jarrett who resided in Colonial Heights, VA. The CHPD in turn called Richard Tyler Jarrett’s phone (remember he was found deceased on Father’s Day Jul 19th ,2011 which was in Mary Anne Jarrett’s possession. The CHPD requested to talk to Richard Tyler Jarrett's who had been deceased since 2011. It is important to note that this wallet was stolen from the victim the night he died. The wallet found at location kept secret for now. The Assistant Property Manager Name withheld agreed to FED-EX the wallet to the deceased mother Mrs. MaryAnn Jarrett. The wallet found in the community center there at the apartment complex. An old man rolled up in a wheel chair and dropped it off at the desk. It contains Richard Tyler Jarrett's Drivers License, a partial baggage claim ticket and a faded cafe receipt from a location kept secret for now area where Richard Tyler Jarrett has never been. This wallet was stolen from the deceased at the time of his death and still held the deceased identification drivers license. A tip from a resource revealed to the deceased mother that this wallet was driven to this location to dispose of the evidence so that this person could no longer be linked to this incident.
