Northern Luzon serves as a main food basket and key resource base in the Philippines. Its agricultural lands contribute 33% of rice, 26% corn and 65% vegetable of the national production. (BAS, 2011). It also serves as the premier watershed cradle in the country, having 12 primary watersheds like Chico, Magat, Amburayan and Bued. Biodiversity here is extremely high , both in the coastal and forest areas around it. Regions located in Northern Luzon have a high potential in mineral-resource development. However, our resources, livelihood and social security are currently threatened by foreign development aggression projects. We aim to protect and defend our livelihood, natural resources and security from further devastation.

We call PRESIDENT BENIGNO AQUINO III, Local Government Units and foreign-owned mining companies and other development aggression projects to heed our calls. Specifically, we demand for:

1. Moratorium on large-scale mining projects and operations in Northern Luzon.

2. Rehabilitate the areas and justly compensate the communities affected by mining.

3. Repeal the Mining Act of 1995.

4. Immediately pass the Peoples Mining Bill.

5. Development and utilization of mineral resources should serve for national industrialization and agrarian reform.
