Comments: I am glad there wording explicitly says hens. This should help mitigate the perceived and sometimes real nuisance of roosters.

Comments: Within reason, homeowners should be allowed to maintain a small flock of chickens. They eat bugs and insects which cause home gardners to use chemicals to eliminate. Unless the owner slaughters them (age does reduce egg production) perhaps a farmer in Lancaster Co. could be authorized to supply the chickens and they could be returned when the chicken becomes aged) The eggs are also delicious.

Comments: I support the allowance of "egg-farming" in Philadelphia. However, I would strongly encourage the development of a mandatory education program (i.e. workshops, seminars, etc.) to ensure folks are aware of and know how to use "best management practices" along with proper husbandry, biosecurity, waste disposal, etc. I feel that we really need to be encouraging sustainable resource use while re-building and enriching lives and lifestyles within the city limits and this program aims to do that.

Comments: Four well-kept chickens with no rooster would pose no neighborhood problems, and would provide economically strapped Philadelphians with food at little cost. Make a law that makes sense!
