Too many payees take "hold fees" out of payer accounts that are far beyond the amount owed. They hold the funds, only to refund them after their payment has cleared. The reason given is to ensure they get the amount they are owed. If they are able to take and hold far more than they are owed, then they are able to take and hold the amount that they are owed. These fees are gratuitous and serve no purpose, except to temporarily lower the payers' balance, at times lowering it to zero or near-zero.

The law should be changed to allow them to only take and hold the amount that they are owed, including any fees. The technology exists to process transactions this way, and still have payees get the funds they are owed.
