We must stop animal abuse. An innocent and helpless creature must indure this torture. And so many are neglected...going with water and tied out in the open sun..no shade. This is some- thing I see almost every day as I pass by. It absolutely breaks my heart. If anyone can tell me who to report this to please let me know!!!
