The
Constitution should have the following standing provision:
Society and government have a duty
and aim to provide the highest quality of life and happiness of its citizens.
Quality of life means fulfilling the most important human needs (such as the
need for spiritual growth, love, social security and play, as opposed to
"living standards", which largely deals with only the material aspect
of quality of life and economic criteria, which has little to do with quality
of life. Quality of life is measured by the level of: 1) the spiritual state
and education, 2) giving and receiving love, 3) healthy living, 4) playing
time, 5) the freedom of labor, 6) free time, and 7) social security and
economic prosperity.
