For the first time, the legislature is proclaiming that irrigating cotton in the desert is co-equal with restoring one of the great estuaries of the world. They should not be left to be decided by a politically appointed committee. In addition, there is enough water for a healthy delta and fisheries, essential agriculture and human use. It is mis-management of the water and greed that is driving the current situation and this bill.Flag
