We the citizens of Placer County are asking the Board of Supervisors to restructure the reporting of Placer County Animal Services (PCAS), taking the department out from under Environmental Health and Health & Human Services and reassigning the department to report directly to the county CEO – similar to police and fire.
A history of uninspired senior mismanagement at Placer County Environmental Health and Health & Human Services - stemming from a lack of understanding of animal sheltering and issues related to animals in our community - has placed PCAS in a reactive mode with core services barely met, if at all, leaving the county exposed, its citizens exposed, and the animals hardly provided for.
In spite of a dedicated and caring staff, Animal Services struggles to meet its state mandates, mission and vision. Seven leaders have managed PCAS in the past eight years, each one arriving with more passion than his predecessor to meet the demands of the citizens. However, the struggles caused by excessive management soon force each one into submission, followed shortly by their departure. The result is a continuing decline of staff morale, manifesting itself in cynicism, poor customer service, poor attendance, high attrition levels, lack of motivation, reluctance to accept responsibility/accountability and lack of creativity.
