Dogs are not permitted on Oxnard Shores Beach between dusk and 7:00 AM (CA Research Bureau-Dogs On The Beach) and never without a leash (Oxnard City Code Sec. 5-42).

Many people violate these regulations because the open space and water is so inviting for both dogs and their owners. But non-dog-lovers have first right to the surf and sand, so an alternative is sorely needed.

Oxnard Beach Park is a public beach operated and maintained by the city of Oxnard at 1601 South Harbor Boulevard. The volleyball area at Oxnard Beach Park is underutilized and would make an ideal dog park for local residents who must otherwise travel several miles to access an off-leash sanctioned area.

All that is needed is a simple fence to isolate the space, with a double-gate entrance found in many dog parks. The fence could be paid for by community resident donations, including perhaps volunteer help to install it. Signage would identify municipal regulations and code of conduct. The park would be self-maintained by dog owners and would require only the disposal of trash receptacle contents, which is already done within the park. The volleyball posts could be moved to another part of the park or removed altogether, as there are already volleyball areas along the beach.

Since the space is moderate in size, it would be prudent to have a self-regulated system for limiting the number of dogs and people in the area at one time. It would also be important to have a means of keeping unaccompanied children from entering the space. These could be accomplished by a gate lock system requiring a fob for entry. A key could be purchased for an annual fee, which would, together with donations, cover the cost of establishing and maintaining the site.

Please show your support for converting the volleyball area of Oxnard Beach Park to a dog park. With sufficient numbers of individuals behind the movement the Oxnard City Council can be persuaded to consider the proposal.
