If you are paying for for 2/4/8/10/20 or Unlimited this shouldn't matter as it's your package the way you wanted it where, when and how you decide to use this should be at your discretion.
Impose "Fair usage" for the heavy users but let us the average Joe use the service as they see fit. If these providers wish to put restrictions on this kind of activity why do they not go into the business of home internet?
