Name: Karen Levenson on Dec 5, 2012Comments: Recently HCC kept a major land use controversy from happening by working with the neighbors and city to pave a path forward that would work for all. this is a beautiful example of how these two municipal,corporations actually save money for their cities. In areas where Kirkland does not have HCC we have several million dollar lawsuits and 3-5 year lawsuits (with some of the losses likely unprotected by the city's insurance carrier). Parkplace and Potala Village are but two glaring examples. Without the recent help of HCC we would have been in a third ( neighbors were already lining up the attorneys) ... HCC accomplished a mutually beneficial path to planning growth that took this controversy and made it less contentious within about two weeks... Now that is helpful to all of the citizens and our city's financial resources!!!Flag

The disbandment of these community councils should only happen by a vote of the citizens, which comes up for a vote every 4 years. It is good government to uphold contractual agreements and have a community council that pays attention to the needs and wants of its citizens. It is tiring and infuriating to watch the time and effort given to this proposed dissolvement by our State Senators, who should have much more pressing matters to concern themselves with. This is a local issue and the cities where these councils preside have not shown an interest in termininating their existence...the state should stay out of it.Flag

Name: Robin Herberger on Dec 5, 2012Comments: As a former Houghton resident and current resident of the Lakeview neighborhood, I strongly support retaining the Houghton Community Council. It is a valuable community resource and an effective tool for Houghton residents to participate in their own city government and have leverage over outcomes that directly impact their neighborhood. A city that is run with integrity, transparency, and for the benefit of the common good of its citizens has nothing to fear from well-informed, organized constituents who want to participate in consequential discussions with elected officials and in the decision-making process that determines the future of their own neighborhood. Representative (former mayor and spouse of a current KCC member) Larry Springer’s dogged and repeated attempts to find arbiters of HCC’s demise in Olympia because HCC enjoys substantial support on its home turf is vexing. Whatever the venue, the message is clear and broad-based that residents want to retain HCC. Testifying in Olympia this past February, Springer complained, “The Community Council of Houghton retains land use veto power over the City of Kirkland’s land use decisions.” Well, it’s a lucky thing for Houghton – and the envy of other neighborhoods – that it does. When Planning Commission Chair Mike Miller was questioned by Council Member Dave Asher at the 9/18/12 Kirkland City Council study session why the majority of Commissioners voted to recommend 36 units/acre for the Lake Street/Lake Washington Blvd BN zone (Potala Village) and 24 units/acre for the other two that were studied, Miller replied, “It was a gut feeling.” I don’t want land use decisions in my city being made by gut feelings or on behalf of vested interests not fully known or understood by residents. The Houghton Community Council monitors and informs residents about local issues, and is a bulwark against bad, shoddy, shortsighted, potentially harmful and irreversible decisions. Houghton Community Council wants to work with Kirkland city government, not against it. But it wants and needs a seat at the table where its voice on behalf of the welfare of the neighborhood of Houghton will be heard and given the weight it deserves, not allowed to be ignored. HCC represents democracy and the right of the people to participate in their government and on behalf of the welfare of their community. How can state representatives possibly vote to take that local participation away from the citizens of Kirkland?Flag
