Ranked 14 over 155 countries, Singapore has a high incarceration rate with 350 prisoners per 100000 citizens (2009). Currently, SCORE, a government organization, gives prisoners employment to facilitate their transition from incarceration to community. However, higher-educated prisoners have the potential to do more than the low-level jobs given to them. This results in wastage of their skill which can still contribute to the society or help earn their upkeep in prison if put to good use. Furthermore, if such wastage is prolonged, their skills might degenerate, preventing them from obtaining jobs which need these skills after release. Operation Regeneration aims to help inmates retain their specific skill set and acquire other skill sets useful to them in future while in jail such that there would not be a degeneration and thus wastage of skills, which will affect society as a whole ultimately.
