PLEASE READ THIS ENTIRE PETITION - WE HAVE A COMMON SENSE SOLUTION TO THE OBAMACARE DEBATE AND THE TECHNICAL GLITCHES PREVENTING ENROLLMENTS!

The Affordable Care Act, also known as ObamaCare is a current Federal law requiring MOST Americans to purchase health insurance. The Affordable Care Act has substantial tax fines if you fail to have employer based health insurance, compliant individual health insurance, or a grandfathered health insurance plan (purchased before the law was signed in March 2010). If you are on Medicare, Disability, or Medicaid you are likely exempt. Beginning October 1, 2013 ObamaCare began OPEN ENROLLMENT - this is a limited period of time where you MUST buy health insurance. Initial open enrollment is 10/1/13 to 3/31/14 - and subsequent open enrollment is the ridiculously small annual window of 10/15 to 12/7 each and every year. ObamaCare is sold through "Marketplaces", or "Exchanges", these are government operated web portals you must use to enroll. You may also contact a licensed insurance agent, which costs consumers NO additional money to utilize professional assistance. 36 states are utilizing enrollment through the FEDERALLY FACILITATED MARKETPLACE - "FFM". This is operated at HealthCare.Gov. The remaining states have built their own state based marketplaces. Some state based marketplaces are experiencing a small trickle of applications, however most are plagued with technical glitches, and systems that are not user friendly. There are 36 states utilizing Healthcare.gov which was contracted to a CANADIAN company - CGI, and this system is essentially broke. We have tried since October 1, to create an account, view plans, and enroll - and it has been IMPOSSIBLE. CGI refuses to release a public statement, and Health and Human Services (HHS) refuses to comment about the number of successful enrollments (presumably fer few if any). The bottom line is ObamaCare was not ready for prime time. This petition is NOT to argue about ObamaCare. We understand ObamaCare is a HOT topic, with most people FOR it or AGAINST it. This is NOT a petition to DEFUND or ARGUE about ObamaCare. This is a COMMON SENSE petition, to propose an EXEMPTION to ObamaCare by showing you had difficulty enrolling. Here is how this proposed law will work: 1. If you can show ANY technical glitch or error during OPEN ENROLLMENT, simply take a screen shot or print this error. Attach this to your tax return in 2015 (for year 2014), and any fine for non compliance with ObamaCare will be waived. 2. You must show you ATTEMPTED to purchase during OPEN ENROLLMENT and MUST show a technical error that prevented your enrollment. 3. This rule will be revisited during the NEXT scheduled open enrollment which will begin 10/15/14 for 2015 plans. The government is requiring virtually ALL Americans to have health insurance and you MUST buy it through a designated portal (even your insurance agent uses these portals). Our common sense proposal is VERY simple - the law is the law. We are not arguing the law on this petition.
