Dear CEO, I am a member of the National Union of Bank Employees (NUBE) and an employee of the bank, and am hereby seeking your intervention to see to the resolution of the MCBA/NUBE Collective Agreement (CA). The banks, represented by the Malaysian Commercial Banks’ Association (MCBA), had worked in a concerted manner to thwart the entire negotiation process. It is plainly obvious since MCBA was represented by the alternate members who had come to the negotiating table in bad faith – never intending to conclude the agreement. It is intended harm to the 30,000 employees which form the lowest income group within the financial services industry. The matter was referred for conciliation and without there even being one conciliation meeting, MCBA directed the Ministry of Human Resources to refer the matter to the Industrial Court. This is in violation of the Tripartite Consultation Convention 144, in particular Convention 87 and 98, which is to promote the Implementation of International Labour Standards. Now as the matter is before the Industrial Court, MCBA is engaging in delaying tactics. The delay, in bad faith, is intended to harm the lowest income group in the banking sector. This and other actions of the banks are clearly aimed at dismantling the strength of collective representation of the lowest income group in the banking sector in Peninsular Malaysia. The gap between wage growth and labour productivity growth is widening; the difference between the top and the bottom earners is increasing; and the labour income share is declining. Malaysia should not be developed only in the economic sense but also fully developed along all the dimensions including a better quality of life for all its citizens. Our proposal for the new CA is in conformity with the ETP's goal to elevate the country to a developed-nation status by 2020 - targeting GNI per capita of US$15,000-00. I am hopeful that you will see it as the right thing to do to intervene and see to the resolution of the MCBA/NUBE Collective Agreement.
