The undersigned propose that in an honest effort to prevent texting while driving: 1. Automobile manufacturers will provide all new motor vehicles for sale in the State of California with permanently mounted devices that will disable cell phone operation within 2 feet of the vehicle's steering wheel while the vehicle engine is running. Fruther: 2. The penalty for first offence violations of texting while driving shall include the permanent installation of a similar device that will disable cell phone operation within 2 feet of the violator's vehicle's steering wheel while the vehicle engine is running.
