We, the undersigned residents of the Rhapsody neighborhood located on the corner of County Road 43 and Tellers Road (and surrounding communities), petition the City Council of Victoria and Mayor Mary Hershberger Thun to deny the proposal for a townhome rental development at the entrance to our community. We believe the proposed development would infringe upon our safety, our property values, and the stability we hope to provide for our families. The proposed development is inconsistent and incompatible with the family development and community that Rhapsody has created. Rental occupancies are generally shorter than owner occupancies and do not allow for the development of long term personal relationships among neighbors. Furthermore, property managers report a higher incidence of rule violations by tenants, including noise disturbances, unlawful storage, and illegal parking. These rule violations often result from an attitude of disrespect, borne of a lack of commitment to the success of the community. The need for restrictions on rentals derives not only from a need to maintain the single-family residential character of the neighborhood, but to maintain our struggling property values. Nearby rental property is consistently listed as a factor in reducing home values. Additionally, local sellers end up reducing home prices as they struggle to compete with rentals. Thank you!
