    Comments: I don't believe in chaining/tethering a dog without supervision, due to the dangers the dog faces when it is left on a chain. IMO, tethering is acceptable only with careful supervision (ex: when the owners are outside, and don't have a fenced yard) for limited amounts of time. Chaining/tethering causes many behavioral problems in dogs, as well.
