    Comments: This is an ill-conceived plan for the following reasons: 1. The plan uses old technology instead of embrassing new, cheaper, cleaner, more efficient solutions. 2. HK tax payers are being saddled with costs that they should not have to pay. 3. There are many locations better-suited for the placement of an incinerator with much lower construction and operating costs. 4. SKC is part of an area of outstanding beauty in the Lantau area. This plan goes against the government stated green policy. 5. The government is pandering to politics rather than having the courage of its convictions and representing all residents of HK.

    Comments: EPD has neglected to do its job, which is to ensure that the amount of garbage generated in the city is incrementally reduced. It has failed to support recycling to ensure that the majority of necessary waste is recycled. Where is the glass recycling facility, a legitimate use of the designated bins, food composting facilities, etc etc?? Having sat on its hands for decades it is now panicing and has come up with this totally unacceptable and very expensive option that creates more problems than it resolves.
