    Comments: I know 'contamination' dispute has in the past involved much of the neighbourhood, but if the Council's resulting action as left even one garden dangerously contaminated, surely it is reasonable for the owner to withhold tax until it has been made safe.

    Comments: I could not agree with you more. It seems a very one sided method of obtaining a tax for which there is NO true service, other than a means of boosting their own purse to have their end of year parties without we as a public have no say in which our contributions are displaced. Their `pie charts` will never disclose the TRUE expenditure at the end of each year.
