We are asking the Coastal Commission to send The Bluff Hotel, Condo and Restaurant project back to Long Beach City Council so the Long Beach Council can require more parking spaces be added to meet the city's existing code. The project is lacking up to 50 spaces to meet the city's code Residents demand the developer include adequate parking in order to develop in our community. BACKGROUND: The Bluff project would bring many jobs to our location economy and be a key destination for thousands of tourist each year. The 72 Hotel and 33 condo development would be next to Bluff park where hundreds of residents go almost everyday to participate in the Yoga on the Bluff or The Bixby Farmer's Market. Parking is a major issue for this project, given its residential location. Parking for residents is already at a premium, and the closest parking lot is about a mile away. The project is for a 72 room hotel and 33 condo units. The city’s requirement of spaces for this is 1 space for each hotel room and two spaces for each condo unit, a total of 138 spaces. The developer argues that they are providing 9 guest spaces for a total of 147, and that this meets the requirement. No traffic study or parking analysis was done during city approval to determine needs. The project also includes a bar and two restaurant spaces, which according to city code have parking requirements above and beyond either hotel or condo uses. The developer’s nine spaces are meant to account for these uses. However, these are well below the city code. City code requires 10 spaces for every 1000 square feet of dining area (does not count kitchen, or back of the house) and 20 spaces for every 1000 square feet of tavern area. This project includes two restaurant spaces, one of 1150 square feet and one of 1088 square feet, which together require 23 or 24 parking spaces. In addition, the project includes an 800 square foot bar, which requires 16 parking spaces. Thus, the project as a whole should have 178 spaces, but only has 147 spaces, a gap of 31. This lack of parking is a question of access, since plainly the coast is harder to access if parking is unavailable. Coastal Commissioners' goal is to provide access to the coast, this is why you need to send this back to Long Beach City Council.
