To Governor Bill Richardson
Our petition is for the removal from the Private Investigations Advisory Board Mr. Charles Butch Cassady, and Mr. Gurutej Khalsa.
Senate Bill 621 was signed into law in March of 2007. The New Mexico Regulation and Licensing Department, Private Investigation Advisory Board then wrote regulations to comply with this new law.
On June 8, 2007, a Training Committee of seven members was formed with Mr. Gurutej Khalsa and Charles Cassady as Co-Chairs, and in the minutes of October 5, 2007 it says Mr. Khalsa and Mr. Cassady reported that a committee meeting had been scheduled and committee members were invited. Mr. Khalsa and Mr. Cassady were the only ones in attendance. Mr. Cassady reported that he and Mr. Khalsa have been working on the training rules and hope to have a draft prepared shortly. Again, in the minutes of February 8, 2008 it says, the BoardÂ’s Administrator had set up a meeting for the Training Committee and only Mr. Cassady and Mr. Khalsa had shown up.
Mr. Khalsa and Mr. Cassady as co-chairs of this committee created these new regulations, and in doing so, they failed to give the Board proper advice and guidance in developing fair rules representing the whole security industry within the State of New Mexico, but in fact developed rules that benefited the larger security companies and as a result have paralyzed this industry causing great financial loss for the majority of the smaller business owners throughout the state.
