As a previous person posted AKAL "Paid $18 Million to resolve allegations that it violated the terms of its contract to provide trained civilian guards at eight U.S. Army bases." One of the alleged violations was failing to meet firearm qualifiaction requirements. Mr. Khalsa has no business dictating new training standards as the company he represents had so blatantly violated the previous legislation without consequence of course.
