Because the director bodies of these banks are sucking these banks ( money ) by tricks as illegal and bogus loans. Also the financial policies are too old as compare to the modern era. Today the private and PSU banks are providing various modern facilities to the customer of the banks.How these co-operative banks are able to compete with private and PSU banks. Also various frauds are happen in the past history of co-operative banks. But no results are come to restrict the people of director bodies. Beacause these banks are having there own infrastructure like building just what to do that is new policies and computerization is to be done with this banks for welfare of employees working it these banks.
