In light of inconsistencies that existed between the application of rules between the regular season and play offs during the 2010/11 season, we the undersigned petition the National Hockey League to forfill their obligation to the players and fans by ensuring that the rules of play are enforced consistently during both the regular and post season for the 2011/12 season.
