We the undersigned object to the proposal to develop the Nescot Animal Husbandry Site, located at Reigate Road and Ewell Bypass roundabout, into 94 Family Houses and 120 Care Home places for the purposes of funding the current planning application 13/00086/FUL for the following reasons:


· Adverse impact on highway safety (contradiction of MV8 Local Plan and CS16 Core Strategy)


· Increase the level of congestion already recognised as a significant challenge in Surreys Congestion Report 2013, e.g. this will negatively impact other recognised bottlenecks namely A24 Ewell ByPass andB284 Chessington Road Epsom & Ewell


· Schools, hospitals, doctors and other social facilities are currently challenged to provide resources to the community let alone supporting the needs of this large development


· Epsom & Ewell current district-wide Local Plan highlights that roads in Epsom & Ewell carry traffic flows twice the national average. The movement study identified the worst affected highways as the Ewell Bypass, A240 Reigate Road and Chessington Road


· Increase the risk of pedestrian accidents, including the risk to school children


· Public transport will be less reliable due to congestion and contradictory to Surrey Travel SMART programme


· Negative impact upon air quality in the area which is already designated as an Air Quality Management Area (“AQMA”) in Ewell Village. This is currently monitored by Department of Environment, Food and Rural Affairs (“DEFRA”)


· This significant urbanisation of the area will detract from the rural village feel of Ewell


· The proposal is contrary to Epsom & Ewell District-wide Local Planning, which states that any development of the land must be on an exceptional basis
