Our rights are being taken away and our children will lose their future rights to fish. The constution gave all of us the right to the fish in the ocean not just a few who can buy their way in. STOP IT NOW OR WE ALL LOSE I own Rhode Island Red Seafood and also have a R.I. Multipurpose liscense catch shares will end my business in this economic climate we can't afford to lose more jobs. My buisness is worth about a million dolllars a year to this community It will be gone. Put a moratorium on all catah shares. The people running NOAAandNMFS are not doing their jobs they are leaving fish we should be catching the stocks have rebuilt and we are only harvesting 40 percent of the allowable catch. We need your help we are sinking please throw us a life line.Flag

They amount to nothing more than the privatization of a public resource, consolidated into the hands of the few with the deepest pockets. Most importantly, they provide no conservation whatsoever, only consolidation. Given the corruption in NOAA, as exemplified in the IG"s report and the out-dated, contrived, "science" which is being manipulated by agenda driven officials, to justify the need for radical quota reductions, it is imperative that we take a step back and thoroughly examine the impacts of such an unnecessary, callous, management scam. Every day new evidence surfaces which further incriminates NOAA"s leadership and brings it's motives and capabilities into serious question. Until we can resolve these core issues, no new programs should be initiated, including catch shares!Flag

The large boat fleet owner can easily harvest this way, therefore the smaller vessel from Maine is discriminated against in favor of the larger vessel from Massachusetts. Name: David Otness on Apr 15, 2010Comments: A resource grab under the guise of "sound management." As an Alaskan, I saw how the few were rewarded after positioning themselves to receive IFQ's. Lawyers and accountants ended up being owners of vessels for the qualifying years while people like myself with 3 generations in Alaskan waters were displaced by health circumstances during the qualifying years. Now the crew shares have nose-dived in a substantial portion of the fleet and the consolidation continues. The awarding of fish and crab to certain mega- processors was another permutation of this. Stop it while you can. I've heard Walmart is positioned to buy quota shares and plans to use fishermen as sharecroppers. Now there's a nice Southern tradition for you.Flag

Without a formal vote on ANY limited access program by those directly involved (permit holders) no ITQ or ITQ like fishery (including LAPPs and Catch Shares) should be allowed to move forward, as was the intent of the Magnuson Stevens Act. No confidence in NMFS A three year freeze on Catch Share programs across the US should be instituted unless participants in the fishery (permit holders) approve by a 2/3rds majority.Flag

I just feel that this is a very unfair prossess. In our organization they are having maybe 8 out of 55 boats trying a one year probationary period. What the hell about the rest of us? What are we going to be left out there to fend for ourselves? There is no fair way of dividing up the catch fairly! i do not expresss confidence in NOAA's numbers, statistics, or scientific input. Radical environmentalism should be considered a religion, the science they use is junk science. Catch Shares will mean a 75% reduction in quota for my brother. He is barely scraping by week to week as it is, can't even afford a crew so he goes to sea alone. And he is supposed to survive now on 25% of his previous quota? Of course not, NOAA/NMFS want to put him out of business and they will if Catch Shares aren't stopped before May 1st.Flag
