The Chief Information Commissioner Central Information Commission, New Delhi. Sir, DELAY IN HEARING OF PETITIONS: I have lodged the petitions AS UNDER. While para 15(4) of Central Secretariat Manual of Procedure says, “Urgent dak will be distributed as and when received. Other dak may be distributed at suitable intervals (i. e., 11 a.m; 2 p.m. and 4 p.m.). Such part of the ordinary dak as is received too late to be included in the last daily round, will be kept ready for distribution early next day”. Para 66(1) of Central Secretariat Manual of Procedure further says, “Each communication received from the Member of Parliament, a member of the public, a recognised association or a public body will be acknowledged within 15 days, followed by a reply within the next 15 days of acknowledgement sent”. I understand the petitions might have been delivered in the commission not later than 7 days from despatch. S.N. The applications in the cases have been lodged LONG AGO and aggrieved by the cold response the appellant has to file these appeals. As I have earlier requested vide my letter/ endorsement dated 25.11.10 ,”This may kindly be noted that the inordinate delay in the matter will inspire despair in the minds of petitioner and the pursuance of the petitions may be rendered infructuous for delay on the part of commission.” Justice delayed is justice denied. Therefore, arrangements should be made to decide the above matters not later than 14.04.11 while issuing notices per email otherwise the instant petitions for application filed long ago might kindly be dropped for hearing for the inability of the commission hearing in time.
