As a person with an autistic spectrum disorder, my intentions are often misjudged. As a person who is transgender, I realize that my appearance has been confusing to people. And as a person who identifies as anti-racist and anti-ableist, I find this ordinance to be open to discriminatory application.

37 Michael StevensThis is an ambiguous and unnecessary ordinance that can very easily be used against populations that have enough to struggle with -- say, the homeless. If someone, due to her or his legal and/or socioeconomic condition, is denied a home, how easy can it be to say that she or he is "lurking" on the street? The term "lurking" is loaded language that, due to its ambiguous use here, may vilify people who face more threats of one kind or another than anyone with whom they come into contact.
