We the undersigned constituents and visitors to the New York Metropolitan area are hereby requesting the New York City Council present and vote in support of Intro-980 which was officially introduced in May 2009, in addition to creating a plan providing motorcycle only parking areas throughout the metropolitan area.

Intro-980 is a positive step in addressing the needs of motorcyclist in New York.  Motorcycles/Scooters are environmentally friendly, reduce congestion, require less fuel consumption. They take up less parking space i.e., 3 vehicles vs. 21 motorcycles. The Department of Transportation has created throughout the city bicycle lanes, provided poles for bicycle parking.  Motorcyclists pay NYS Department of Motor vehicles registration fees, insurance, and pay taxes on the fuel purchased.  (see sample picture)

We are requesting Department of Transportation to access and create a plan to include but not limit motorcycle designated public street parking only  areas within residential areas respectvively.  This would greatly reduce the substantial damage to motorcycles caused by motor vehicles throug shared parking which would include public garages.

INTRO 980 

A Local Law to amend the administrative code of the city of New York, in relation to requiring the department of transportation to create a plan for parking motorcycles. 

 Be it enacted by the Council as follows:

      Section 1.  Legislative findings and intent.  Persons cannot park motor vehicles in areas controlled by muni-meters without first purchasing the amount of parking time desired from the meter, and displaying a payment receipt in the vehicle windshield if such requirement is indicated.  The council finds that persons parking motorcycles have little to no means of securing such payment receipt on the vehicle for display.  Thus, payment receipts for motorcycles are often lost, damaged or stolen.  This bill would address this problem by    requiring the Department of Transportation to create a plan to address motorcycle parking in areas controlled by muni-meters. 

       The Department of Transportation states they provide a pouch like item upon request where the muni-meter receipt can be secured.  This pouch is also easily accessible and can also be removed/stolen.

We would like an amendment to Intro-980 to include the following:

       ADD:   Section 2. Requiring the Department of Transportation to provide designated motorcycle/scooter parking only areas at muni-meter sites.
