I believe that only aggressive panhandelers and people who are caught lying should recieve a panhandeling ticket. There are always people who misabuse the priveleges but not everyone chooses to be homeless and it should not be a crime to ask others for help at any time. I also don't think it should be a crime to fly a sign to cars saying headed to(Blank) traveling the country by hitchiking is dangerous but its a risk they are taking to travel for free and that should be there choice and they should not get into trouble for it by law enforcement.
