This is entirely counterproductive and highly dangerous. With regard to the ongoing HUD accounting difficulties: Apparently HUD has spent many several hundred million in a failed effort to integrate its financial systems. It is very distressing that many millions were spent on an obsolete accounting system to which HUD does not even have source code access. This is an intolerable waste. Government agencies should either use open-source software or require vendors to provide full source code and the right to improve and extend it.Flag

I still think we fair better by having the GAO's involvement and perhaps Elliot Spitzer's office or where we discern the largest HUD holes, which probably are related to the largest urban areas. Remember that according the the NY OIG of HUD the NY HUD matters are handling in Philadlephia's HUD regional office. the largest urban 'sink hole' in the US doesnt even have its own development/disposition office to deal with vendors, etc, although there is probably some interaction with the HPD (Housing Preservation and Development) department in New YOrk, where I have contacts with its 'Community Outreach' division.
