This petition is to change the school year in the state of W.V. back to it's original start and end date. The school year beginning in September (the first working day after which Labor Day falls) and ending on June 3 (or the next working day). The new law which indicates that students must be enrolled a minimum of 180 days, gives certain school districts the ability to mandate their own start and end dates, and the state wide change of the school calendar does not reflect a significant change in the drop-out rate, school achievement, or higher student grade scores. According to a W.V. state audit, one in four students drop out (27%). Of 692 schools under the No Child Left Behind Act, only 292 met AYP (annual yearly progress). In the U.S. Department of Educations 12th grade National Assessment of Education Progress Test, W.V. seniors ranked last, with a result of 279 in reading compared to the national average of 287, and in math skills, 141 compared to the national average of 152. More instructional time does not equal quality time.
