This responsibility lies solely in the hands of the dog owner. Being a dog owner myself, I know it is a major responsibility that many people may not have the time for or may lack the education to properly care for an animal. It's this lack of knowledge, in addition to the lack of caring and/or compassion by some dog owners, that certain dogs are allowed and even encouraged to have these dangerous and aggressive behaviors. Training animals for dog fighting is one example where a dog's behavior is caused by the owner, not by the breed. It is the owner's responsbility to seek professional help if they have an aggressive dog that is not in their control and there should be higher penalties to reinforce this. Banning certain breeds is not the answer. |

People should be more educated on responsible dog ownership. By having restrictions on who can own dogs and by holding owners responsible for their dogs actions is the only way to put an end to these dog attacks. |

Dogs who attack and/or bite do so because of the way they are raised and cared for, not simply because of their breed. Please read Cesar Millan's books, or watch his show, and you'll understand more. Even these dogs that have been mistreated can be rehabilitated to be wonderful dogs! |

| 1612 | Sonny Mercado | I own a 7 year-old American Staffordshire Terrier that is perhaps the most loved dog in the neighborhood. My neighbors bring their dogs over to play with him (a majority of the dogs are small, toy sized ones) and even bring their children, most are 2 years-old and younger, into my yard and let them run around with my dog. The meanest dog in the neighborhood is a very large Golden Lab/Retriever. I don't even know exactly what kind of dog he is because he is kept behind a large, wooden fence- but everytime I walk my dog and children past the house he is located at, he runs into the fence, growling and snarling, trying to get out and attack my children and dog. My dog does nothing in response and totally ignores the other dog... is that the response of a dog you feel attacks every animal and person it encounters. Do you realize that when these dogs were breed for fighting, any one of them that attacked a person were culled? They were not breed to attack people OR animals outside of the ring that they were supposed to fight in- most of the top fighting dogs would actually turn tail if confronted out in the street by another dog that wanted to fight or hurt it. Before you ban the breeds, look deep into the history to understand the animals, and take a much deeper look into the owners who mistreat, abuse, and turn these naturally people loving dogs into people haters. Please do some real research before you make a huge mistake! |

The problem, as many states have discovered, is a) the people who own the dogs, not the dogs, and b) poorly funded animal control departments. The laws that exist are adequate, they just need to be enforced and funding to enforce them is needed. |

| 1627 | Sarah Baudler | Please reconsider your proposed breed ban. I am sympathetic with the victims of dog bites. As a child my husband was badly mauled by a dog--a German Shephard! He still has deep scars. However, he opposes bans on ANY breed of dog. I have worked with, owned, and been around dogs for years. So many sweet dogs and responsible owners would be affected by this ban. I doubt it will be effective. The money needed to enforce it would be better spent on education and other measures. I do agree that something SHOULD be done to stop people who own and breed dogs for malicious purposes. Perhaps potential owners of powerful breeds should have to takes classes and pass some sort of test and background check. That would protect dogs from ill treatment and people from badly raised dogs. |

I just believe this is plain wrong for Government to interject itself into this with such misguided logic. Why not ban every other pet breed that has ever caused injury .... rats, snakes, predatory birds. Or, here's a better idea - et's ban the mammal breed that causes far and away the most injury and death in the history of the planet ... human beings! This legislation is ill-advised at best. |

| 1636 | Vicki Davis | Breed bans are not the answer. Enforcing the current dangerous dog laws is. Not only is it easier to manage, it's more effective. I have worked in a humane society for 24 years and distinguishing the breeds of some dogs can be a challenge at times. If professions find it difficult, how do you expect law enforcement to be able to? That's just one of the many reasons. Please consult the legal division of the ASPCA for advice on this issue. They will be more than happy to help you solve the problem with dangerous dogs in a more effective manner. |

By doing this it could take many dogs away from the loving homes and families they have and also take away any opportunity of a dog having a nice home to begin with. Just think of all the children and families that could lose their pets. This is a horrible idea. |
